Not Paid for Overtime, Pay Docked for <40 Hours?

I'm a contractor for a government position. Salaried exempt. The company who owns the contract didn't get renewed, and the new company has a policy of no comp time. Basically, the company can ask you to work 50 hours and pay you for 40 because they don't offer overtime, but if you need to go to a doctor's appointment, they expect you to use PTO for it, or accept docked pay. This place is open 24/7, and the holidays are coming up. So people on the skeleton crew like me just get fucked over? Is this legal? Is there any recourse for employees? Help.
