Is what my company is doing illegal or ethically wrong?

I've been working for a small engineering firm (less than 20 people) for the last 3 years. Mostly as an intern while I was in University. But became a full time associate engineer a few months ago after graduation. Well the last few months we've opened an office in the Dominican Republic, hired a couple of remote designers in Venezuela and my whole department now speaks mainly Spanish which I don't speak. It's also important to note my boss is from the DR and likes to hire people he knows there for less money than people state side. I'm increasingly frustrated by this because our projects require lots of coordination but I have to jump through hoops because I don't speak the language and when I suggest task management software mostly everyone is resistant to this. So I'm probably going to leave. But I was wondering if my anxiety of my job is possibly doing something illegal or immoral (nepotism comes to mind) is correct and should I try to jump ship now?

The job itself has had its ups and downs but it's in a field I feel won't grow my career. So right now I'm looking for positions in larger companies that deal with more electronics.
