employer is not paying me because he says the company is low on money. What to do?

I live in Pennsylvania and am due for four weeks worth of work. Boss keeps telling me, “oh your check will arrive tomorrow” and it never happens. I'm ready to quit, but I need my money I am behind on bills as is. What can I do to get MY money from him?
