Advice about the so called two week notice when working at an “at-will” company.

As the title says I would like some advice from this sub about how to handle possibly not giving a two week notice at my current job. Long story short I am in the process of getting a new job with better pay, hours, location and benefits but need to quit my current one so I can accept it and move to said location in time. I really don’t want to give two weeks anymore because my current manager won’t give a reference because he claims to not answer phone calls from numbers he doesn’t know. He says this even though he knows I am moving away. While that won’t stop me from getting this new work, it does make want to quit with just one week notice. What do you all think I should do? Edit: edit this new company requires two good references and has them from me…

Edit: edit this new company requires two good references and has them from me once I realized my current boss didn’t want to give one even though he said he would.
