My boss yelled at my co-worker for putting 5 hours of over-time on her time card

So a few months ago our branch qualified for a 3 day work event for having a really high mark on our customer service. It’s all paid for by headquarters which has a separate budget from all branches. Although it’s a fun event, travel time and additional hours are recorded as over time. My co worker double checked with HR and confirmed 5 hours of over time were to be charged to headquarters. She turned in her time card and she got an aggressive note back from my boss that said “see me about this.” Co-worker got an earful even though she explained it didn’t come from the branch’s profit and HR confirmed she needed code it this way. My boss pretty much said it didn’t matter because it still affected the company a whole and that since she gives us money birthday gifts/lunches and occasionally lets us leave early…

I have thought about reporting her for also making us sit through branch meetings with her and making that count as our lunch. But again I feel weird since there’s only 3 of us there.
