Minimum wage in the neighboring states, Colorado and Nevada, are $12/hr. Why is my state still $7.25?

State's Utah. My summer job I posted a bit about was $11/hr. That's still below the minimum wage of Nevada and Colorado. Hadn't increased since 2008. Inflation calculator says $7.25 in 2008 is worth $10 now. So technically minimum wage is going down if it stays stagnant. For my state or any other that's still $7.25 why don't they ever raise it Also I know someone may make the excuse “This'll force stores to raise prices,” but they're kinda doing that already. Only thing forcing them is their desire for money
