I think my quiet quitting helped push my boss to actually quit

Bit of a rant, sorry. Had a day where I started brushing up on my resume before I drank my coffee, but now I feel like spilling the tea. At the end of the year, I get my yearly performance review and it's 3% (my boss apparently didn't want to start off with that news as it leads to a 'communication breakdown'). I automatically take my phone out during my review and start playing a game while my boss is telling me what a great job I did and I'm like, “that's cool I guess.” And he ended the meeting with how I should think up new goals for the coming year (goals is managerial code for how can I squeeze a little more out of you). A week later, we're having my goals meeting. I tell my boss I couldn't find any time in my busy schedule to come…

I tell my boss I couldn't find any time in my busy schedule to come up with anything but he's more than welcome to write anything up and I'll sign it. The thing is, he'll need to find me time to complete it. He asks if I take my job seriously, seeing I started playing on my phone during our last meeting, and I told him as seriously as they take me. I then explained how if I get a 3% for a raving review and 3% for doing the bare minimum then it seems doing the bare minimum is what is being encouraged. And this isn't even keeping up with inflation so I was given a pay cut and asked to be happy about it. This is also after firing a senior in the department (hired because they were friends) for not being able to keep up with me and then saying that promotion isn't in the budget for me.

Added to that I was more productive working remotely and now I'm somehow expected to find that extra time for goals, you can't have it both ways. You either get to have someone sitting in an office you can point to or getting more work done remotely. According to my boss, the GM says WFH makes people jealous and that's fine then, but you can't expect more productivity. So the way I see it, it would be in my best interest if I just did my job and kept my head down. During this whole meeting, I'm also offering if they would like HR as an intermediary because I don't want them to feel upset or troubled by this discussion. They need someone who doesn't care about money. I laughed and said “Sure.” They would table this discussion for later. Later never happened and in about 2 months, they were going to work somewhere else.

I worked stress-free under his former boss until today. Got told I was getting a new manager but nothing about the senior position (I applied for both and had a meeting where I was told he'd find me something). Now I'm brushing up my resume on http://creddle.io. I'm mostly hating myself for getting my hopes up to think I'd actually get that promotion.
