Was hired for 20 hours, but have been working 40 hours due to staff shortage. Can employer force me to go beyond 20? If yes, can employer continue not giving me full-time benefits like 401k?

Basically, I want to have my hours reduced to 20 according to the terms of my employment. Asked my manager and they said it’s not possible because we’re short staffed. When I was in training and we were still short-staffed, we got covers from other locations multiple times so I know it’s just a BS excuse. I’m willing to compromise and give them an ultimatum: “Reduce my hours to twenty or give me full-time benefits.” Can my employer just say no and force me to accept the situation or quit?
