My workplace threatened to take money out our tipout because someone is throwing away dining clothes

So, apparently somebody has been throwing away dining clothes which is apparently a big deal for our general manager. He threatened to put into place a supply fee in our tipouts which would drastically reduce our tipout amount. Is this illegal?
