Employer changing PTO rules on the spot.

My gf’s job just sent out an email saying no one can take Mondays off going forward and that only one person can be off per day. She works scheduling at a hospital. Some people quit I guess and they sent this out 3 months away from when she was planning to take time for the holidays. Nothing about this was said when she was hired and the manager just sent out an email. Should she talk to HR? Sounds a bit illegal.
