Supervisors saying we have to cover every position that is short handed since in job description they wrote “assist where required”

My girlfriend currently works in a surgical center. She is part of the main office team working with insurance after being moved up from front desk. The admin team has been slashing budgets and not rehiring after people leave from within the department or the neighboring ones. They expect everyone else to pick up the slack even if it’s not the job description they hired you for. Simply because they wrote something along the lines of “assist where required”. I don’t think this is even legal. Where do you draw the line on that. What should she do. Currently the manager of the department got promoted and is now opened. They offered my gf the job but low balled her with the pay. She was not going to take it but is worried they are going to make her cover the tasks anyways while they search for someone else. What…
