Anyone else constantly get blamed for managers lack of knowledge or direction?

I get blamed everytime there is an oversight but I perform my job exactly as my manager instructed. Then when people high in the company question this my manager referrs them for me to explain when I wasn't the one who made the decision. I find I always end up the scapegoat. How do y'all deal with this?
