Does a minimum wage increase count as a “raise”?

My company gives out yearly reviews and gives out raises normally between 3% and 6%. I currently make $14/hr plus about $10/hr in tips on avg. Our reviews are coming up and I'm expecting a raise. However, the state minimum wage is increasing to $15.50/hr. If my company just increases my pay to $15.50/hr to meet the new minimum wage, should that technically be considered a raise? Or should I be trying to ask for my 3-6% on top of the $15.50? Some coworkers think it's best to say nothing since 15.50 will be more than a 6% raise, but i personally don't feet like that constitutes a “raise” since it's just them keeping me at minimum wage. Any help or suggestions?
