Can a job make you do the work of two people with a loophole?

There is a bit of a staffing problem at my current job (for reference, its accounting) and when one person quits or resigns, the work is moved to a different individual. For instance the accountant for one department is now doing that job for another department, on top of their actual job to make up for a resignation, for no extra pay. the company isn’t looking to hire a replacement any time soon. Why would they when one person can work 80 hrs a week to cover? (This company also does not approve overtime, so any work we have to do outside the office is not paid). When pressed about it, they said essentially we have to do what they ask because our job description says “and other duties as assigned”. This feels super illegal??? Has anyone else experienced this?
