Is my employer allowed to break my employee contract regarding wages?

I work for a small local business, I make $24/hr during the busy season and $18 during off season. My employer had me sign a contract a few weeks ago that stated I would be making $24/hr until November 1st, at which point it would then be $18/hr for the season. I was okay with this and signed the contract. However today I noticed that he also paid me $18/hr for the last week of October so I got a significantly shorter paycheck than I was expecting. I’m assuming this happened because Nov. 1st fell half way through the pay period so he just did 18$ for the whole week. But regardless I feel like he did not hold up his end of the contract, I was expecting to make a higher wage for most of the week and didn’t, so now my budget is all messed up for this…
