Is talking about previous “exceptional” candidates the new negging tactic in interviews?

Moved to a new city lately and noticed in almost every single interview the recruiter would go out of their way to rant about how “brilliant” their previous candidate for the open position was. They'd go on to highlight how this star candidate they adored was exceptional in every aspect in the company and had way more qualifications, more impressive degrees or was even younger than me etc. Is this a subtle and common negging tactic to make you feel inadequate for the position during the interview? If these overachieving candidates these recruiters speak of were actually that exceptional, then why did they leave the company in the first place?
