Why do employers/managers for low wage jobs still treat employees like crap if there is a worker shortage?

I’ve been working at a place as a for months now. I’m not disclosing where for obvious reasons but I make around 15 dollars an hour. It’s a small place but according to my manager, it took her a couple of months to find employees ( me and another girl). Despite this, she doesn’t treat us well at all, our hours are horrible and we don’t even have two days in a row off because we aren’t allowed weekends off, and we are overworked and do non stop cleaning, secretarial work, + dealing with customers. It seems like we aren’t appreciated at all for the work we do and how hard we work. We have a deep cleaning list for every week, a list my manager made up on top of the other cleaning list we have to do. The two other employees and my name are on this list,…

We have a deep cleaning list for every week, a list my manager made up on top of the other cleaning list we have to do. The two other employees and my name are on this list, but my manager didn’t even put her own name down on the list.

If she has such a hard time finding staff, why does she have such ridiculous and over the top expectations for us and treat us poorly? I heard it took her months to find employees but she doesn’t treat us like we have any value.
