When team leads / management say “ask me if you need help anytime”, but make you feel like an idiot for asking when actually approached

I've been in my job 10 months now. Sometimes some caseworkers don't communicate things very clearly on files and just present things In an absolutely messy way. Not clearly stating what they want from me. My autism definitely doesn't help with making sense of crap like this sometimes, so I'll ask a team lead to just check over a decision I've made, just to protect my neck. Make me feel like an idiot for even asking. I make relatively important decisions FFS and it isn't like I always ask for help. I can't stand people who act like they are 'happy to help' but when someone actually comes for help they are all 'tf you need help for??'
