Why would an employer insist on an in-person interview?

So recently I’ve been applying for jobs, and I noticed particularly with the food service jobs, they demand and insist on an in-person interview. They won’t talk over the phone. And they are usually pretty quiet about revealing the pay rates. Why do you think they do this? Is it to: 1. See your physical fitness when you show up, and potentially discriminate illegally based on that. 2. To put a high (hourly) number in the job ad, then low-ball you when you get there hoping you just “give in” and accept the low rate of pay. 3. To test who’s really desperate enough to take their crap job so they don’t have to worry about discontent?
