Am a chef…and i have a dilemma

Am a chef in a small town restorant We hire a young female 28years as in kitchen assistant She's not married but raising a kid by herself. When she came to ask for work she told us that she needs 2 days off per week and her schedule must be kept meaning that she could not do overtime. I had no problem with that. And we came to an agreement. After the first month she constantly starting to be late 5-6 minutes. the problem with that was that the coworker that she was supposed to change shift with she was always leaving late. (Also female 24) I told her what the problem was and I want her to be on time. And I gave her many notices after that she still is being late. Not all the time but very often. When she came to ask for work she told us that she needs 2 days off per week and her schedule must be kept meaning that she could not do overtime.

I had no problem with that. And we came to an agreement.

After the first month she constantly starting to be late 5-6 minutes. the problem with that was that the coworker that she was supposed to change shift with she was always leaving late. (Also female 24)

I told her what the problem was and I want her to be on time. And I gave her many notices after that she still is being late. Not all the time but very often.

(She also stays 10 minutes on foot from the restaurant)

After a while she start ignoring my directions and her excuse was “I didn't hear that you told me otherwise”

So what I thought I will start speaking louder.
So every time that I was telling her to do something.
I was waiting for a reply that she heard me if she didn't answer I repeat myself louder.
And then she complains why I yell.
I have to repeat myself to three times in order to get a reply that she hurt me (just say yes)

Her mind constantly is not at work she makes mistakes and that she starts being very slow.

I offered more money in order to get more responsibilities and give a little bit more passion.
But it didn't change anything.

So my point is I can't find anything to drive her try harder so she can succeed.
And I'm in position to give her a notice to find a new job
(I never fire on the spot I give notice two to three weeks to find something else if they don't want to stay they can leave at the spot, no hard feelings)

So my delima in her is that she's an only mother with financial problems and I don't want to fire her.
But she also can't do the work that she's getting paid to do.

What will you do in my position?
