You qualified for the raise but your not getting it because….

The large company I am currently employed with does merit increase each year for raises. It's probably similar to many other large companies in that you get a % increase of your salary based on your performance review from the year prior. Without saying what I do or who I work for my job is stressful. I deal with state audits, money, benefits, medical treatment, employment laws etc. In November 2021 I put in my notice and accepted a position at a different firm. I had my reasons for leaving (over worked, under paid, just wanted change). My employer immediately offered me a large salary increase and a title promotion. Of course I was told the promotion was already in the works before I put in my notice and I was being promoted based on my performance, not my notice… blah blah blah. Of course I was told the promotion was already in the works before I put in my notice and I was being promoted based on my performance, not my notice… blah blah blah. They made it clear the promotion wasn't to keep me (all BULL). So, I accepted promotion and truned down the new company. I was/am comfortable, I didn't want to learn a new system and what if the new company was as bad or worse! I would still make more on paper leaving, but the new company's benefits were trash. With the offered promotion I would be making a lateral move now… So like I said, I stayed. It made sense to me at the time.

Today, my boss calls me to go over my annual review and the conversation typically ends with you are getting this % increase effective this date. But today, I was told since I got a “heafty” promotion months ago I was not going to get an increase this year… You know, that promotion I was already getting because I deserved it…

So, you're telling me I met the criteria to earn a raise on my salary for 2022… But I'm not getting it because you just promoted me? How does this even make sense…
