Does anyone else find it distasteful when you apply for a job and you’re required to submit two applications?

It feels more and more like there’s the first application to “get their attention” and then a second one actually apply for the job. Multiple employers have read my app, said they like it, then tell me to do another one through another job application service. Why is this? The pay is also usually crap
