Just cut out the corporate overlord and ensure living wages and a better service. Crowdfund a cooperative owned by the drivers but a hybrid where the consumers are a second class of members too. Hire a dev team and make an app.
What is a Cooperative? A cooperative is an autonomous association of persons united voluntarily to meet their common economic, social and cultural needs and aspirations through a jointly-owned and democratically-controlled enterprise.
In this day and age of indie startups, gig work, WFH, etc, there's no reason this industry can't just cut out the Bourgeoisie and corporate overlords and work for themselves and the customer. There's no “means of production” to be owned other than the App which any team of 5 CS students could probably make. With ever mounting economic pressure and an obvious need for this service and a relatively simple gap to fill when cutting out the corporate fat-cats, it seems like no brainer.
