Why are salary ranges not legally required for all job postings?

Do they want us to play the guessing game? In Colorado it’s required, but why not all states?!?! It’s annoying to invest time into an interview only to realize you would be making low pay. A salary range is not hard to provide, why is this so difficult for companies to understand? When I see “competitive pay” and there is no range, how do I know it’s competitive?
