Promotions are always tied to raises, right?

So I work for a marketing agency and I’m trying to push for a raise and promotion for one of my direct reports. I brought this to the director of my department and they were all for the promotion and when I started asking about what the raise would be…they launched into a whole speech about how promotions are not always tied to raises and that employees shouldn’t just expect that. Whenever I’ve gotten a promotion in the past, it’s always been tied to a raise. Without a raise, they’re just throwing more work at you without compensation. Overall this just feels very scammy and abusive…
