Is it the new normal to be completely under or un utilized in higher positions?

It's insane. Back in 2015 i worked my favorite job as a travel manager. I was constantly busy, working new processes, saving money for the agency, it was amazing. I walked into work and barely noticed 8 hours passed. Now, with every new job I climb up to, I do less and less work. I have about 2 hours of legit work now a week and make double what I did. I HATE it, especially when my current job has Boomers rushing us back to the office. I work in a secure building. I can't have my phone. So it's 8 hours of pure misery staring at a work computer waiting to leave. I've begged for more work. Pleaded. And nada. Is this normal??
