Is it legal to dock 1/2 hour of pay every day I don’t clock out for lunch?

At my old job, if you failed to clock out, they “assumed” you forgot and it was policy to deduct 1/2 and hour of pay each day. I'm guessing I know the answer to my question already, so if it is wage theft, what kind of documentation would I need to do to report it? What kind of statute of limitations am I looking at? And finally if it's too late to help myself, then how to go about reporting it anyway to help the people who still work there? I worked there waaaayyy too long, just did some quick calculations and the amount of hours stolen from me is sickening. Editing to clarify that I would often not take a break and would work through lunch. And it was known in smaller circles that to avoid it, all you had to do was clock out and clock back in…
