On call pay for most of the month?

I'm an instructor at a technical school where almost everyone is doing this job as a side gig. I'm not working anywhere else right now so I want to post myself available for more shifts but my boss just decided that when someone posts that they are available then they will be given a class to teach or be placed “on call” where they get paid $2 an hour and must respond to help out any of the training going on that day and be ready take over a class if someone else calls off. So now on the first of the month I have to decide the full range of my availability and be 100% ready to work on those days even if I'm not getting paid my full rate? I don't have kids but if I did this wouldn't be acceptable at all. If it weren't for this ” on call” bs I would tell him I'm available every day. I can move things around to get my full pay and the classes are mostly 4 hours long so I can squeeze them in even if I have other stuff to do.

Are there any good arguments I should tell him besides “you don't own my damn time”?
