Something I read here this morning reminded me of the following work observation: When I worked at HERE Technologies, they apparently had a rule (never saw it in writing, but heard it cited several times) that nobody could get a pay increase by transferring between groups, because they didn't want such moves to “be about the money.” This is one significant reason I no longer work there.
