Is this considered wage theft?

So this company started me at 19 and after 4 months at the company they started to say I was making 26.25 but only if I passed 40 hours for the week being at 19 a hour, and when they switch it to 26.25 they took hours away saying I worked under 40 I asked what it was about and they said it’s the same amount as if I worked overtime at 19 but it wasn’t it was $70 short each time, so I started to ask more and they switched it back to normal and acted as if nothing happened.
