woodworking business (not sure if this is the right subreddit for my question)

I've been with my union job for 17 years and I'm starting to think of what I want to do when I retire. I would like to start a woodworking business (furniture, art, etc) now, and slowly build up a customer base. I want to use a progressive pricing system. Prices would depend on the income of the customer. Getting the most profit, is not my objective. Can I even legally do that?
