My job won’t let me quit, keeps delaying my requests to settle my resignation

I am a recent college graduate working at my first “real” job in advertising. At the beginning of March, the General Manager called me out of the blue to question me about a personal project I posted on LinkedIn and about refusing to go on a teambuilding event. A week after said conversation, I notified my direct manager (verbally) that I'll be leaving the company at the end of May. She told me she would return with the “procedure”, but didn't. This week, I approached my direct manager to ask about said procedure. She said that the General Manager would get in touch with me the next day. She didn't, nor the day after.
