“if I train them, they might leave”

I often listen to conversations about businesses struggling to find experienced employees to which I naturally reply to them why don't you train them? Today I got a reply that surprised me a little. “Because I might train them and then they might leave” I don't get it? Rejection fear syndrome? Or waste of company resources? But it's not like they are hiring any time soon. Someone, some business will have to train someone. That's how it is.
