Is my mom a victim of wage theft? Ontario, Canada

My mom lost her career due to Covid and has had to restart. She has worked her way up through an event hosting company (being purposely vague), and has landed a managerial position that she is very excited about. This position is salaried (less than 50,000$/year). They are understaffed because they refuse to offer competitive wages, and so she now does the job of 2+ people. TLDR; overtime hours not documented, instead employees can take paid days off “on the honour system”. In Ontario, Canada.
