Planning to report employer for wage theft

TLDR: employer classifying people as salary exempt but paying people by the hour. Looking for advice and resources on how to report them to a federal agency for investigation. I’m planning to file a state claim when I leave this job. In the meantime I’ll collect my evidence and play dumb. So basically I suspect my employer is classifying employees as salary exempt but paying us by the hour. I’ve had 3 instances where I wasn’t able to work 40 hours that was out of my control due to IT issues and mismatched holidays between the employer and client. Each week I was paid only for the hours I worked. Last week I was told by HR to use my PTO to cover the rest of the day due to an IT issue that forced me to end the day early. There’s a Glassdoor review left by someone else that also mentions wage theft (salaried employees being docked pay for arriving a little late or leaving a little early).

Does anyone have experience for reporting a company for wage theft? Is there a way to get the department of labor to do an investigation? The company has remote workers and HQ is based in a different region so it’s not just the state I live in. I know I’m not the only one they’ve stolen from. Fortunately I have not worked overtime but I know other people have and they deserve to be compensated for it.

The employer is a tech company that’s basically turned into a tech staffing agency. So the employer handles the payroll while I work on client projects. Should I let the client supervisor know about this issue? All they know is that they have a work contract through my employer and have nothing to do with payroll. I don’t know what the client’s reaction would be and I don’t want to be seen as causing “workplace drama”.
