My boss follows staff outside of work to ensure they aren’t lying

Title basically explains it; I'm not sure what to do about my boss. There have been two occasions where a co worker has had to leave or taken the day off for a doctor's appointment, and my boss has followed them and taken pictures of them. Is this normal? Should I report it to anyone? My dad says that it is weird, not not illegal. Any advice? Thanks!
