FMLA issues

So, my job has a one hour call out policy. Meaning, we have to give at least one hour’s notice when calling out. I’m on intermittent FMLA and HR is requiring me to give 2 hour’s notice. Is this considered discrimination? Why would they make it more difficult for someone with medical issues to call out? My shift starts at 5am, so I have to call out by 3am.
