Employer withholding first paycheck until training modules completed, is this legal?

So I was recently onboarded by an international technology contractor. One of their policies, according to the account manager, is that they withhold their employees' first paycheck until their onboarding training (Sexual Harassment, Whistleblower, etc) is completed. I am in the United States, is this legal or should I be reaching out to the DOL or my State's workforce and employment commission? I've literally never heard of this before in my life, so it came as a bit of a shock.
