How to navigate this job offer?

Interviewed for a position. I thought everything went well but they were so slow in responding. I accepted another offer but I would be willing to leave this one if the money and benefits are alright. Eventually they hit me back up to say they loved me but would like to instead bring me in as an adjusted, lower tier position than what I interviewed for. They said they’d be creating the position for me, which I would learn all my responsibilities first and then transition to the other position at a later time. Essentially, I want to play my cards right and ask for salary info, my responsibilities in the lower tiered role + how long I’d be expected to stay there.
