Help Deciding about a new job or not

I’m started to feel stalled in progress at my job. I’m not learning and I feel like newer people are getting more opportunities than me. I found a company hiring that’s in the direction I want to learn. Would you apply for a new job first or try to stay? I had already mentioned that I wanted more opportunities to learn already so that’s why I feel stuck.
