Former employer got PPP loans but didn’t maintain employee pay

Thanks to the PPP search tool from propublica (https://projects.propublica.org/coronavirus/bailouts/) I found out that my former employer took out two loans that totalled over 80k. They have since been forgiven and none of that money went to maintaining the pay of employees. I know that it could have been used on rent and utilities but it seems shady that the business (a gym) kept charging people for full membership prices even during our mandatory stay at home period and employees weren't paid.
