Why do jobs lie about the salary on the main advertisement and then say a lower wage in the description?

So I'm just getting back into tryung to find a job (19), after leaving my last one due to continuous verbal abuse, and it seems to be so common for a job to have a bigger wage posted on the main ad and then when I click on the job and go to the description it says something lower on the website I use, it just happened now when the main ad said €12/h ($12.62) then in the description it said €11/h ($11.57), like do they think people are stupid and just no read when applying? This always feels insulting to see and I don't understand why do they do it since every should read the job description so they're not likely to trick anyone
