Question – Is denying bonus discrimination?

(Missouri) My employer announced two weeks ago that a bonus was possible for those having perfect attendance during summer school (public education). Just a few days ago an email went out stating that certified staff would be given a $1,000 bonus, and para-professionals a $500 bonus. I am neither but staff with the employer and my job duties are comparable to that of certified staff. Two questions – is it discrimination for the employer to have different bonus payouts for different roles at the school? And, is it discrimination for 90% of staff (who meet the attendance requirement) to be given some type of bonus but not 100% of employees (who meet the attendance requirement)? If it IS discrimination, what can I do next?
