Hot Summer Work Conditions in a Kitchen

My partner and I work at a place with an open oven. We live in a Southern state and working is becoming in my opinion nearly inhumane. To combat the heat, I bought a tiny portable A/C from Walmart. Upon bringing it to work, I was told the Health Department doesn't allow fans in places where food is prepared because it could “blow dust on the food”. Okay… then lets place it lower to the ground at least or something? Nope, wasn't allowed to set up the fan. In normal circumstances I'd leave. I nearly want to walk out every shift but thats mainly due to my mental health rather than any coworker or customers fault. I'm just at a lose. I'm stuck in these conditions until summer I guess?? But it seems so inhumane to me how hot it gets in that kitchen and making people work for hours.
