Work requires us to be “on-call” for one month each, but doesn’t pay on call rate. What to do?

We have two workers who work 10pm-7:30am every night for 1 week then switch. We have an “on call” calendar where each day shift worker gets assigned a month to cover in case the night worker calls out. So for the whole month you are expected to cover any night shifts they call out for. It was my day off yesterday, and I was called yesterday around 10am saying I need to cover the night shift starting at 10pm saying they had a night call out. The “on call” policy in the organization website states that: “an employee is on-call status when he/she is not on the premises and on his/her own time but is required to be available. Eligible employees will be paid an hourly rate of $X.XX/hour for all on call hours”. They aren’t following their own policy it seems. Who should I bring this up to? HR…
