Question to Americans: Why does the person who can’t go to a shift must find someone to cover them?

I'm a Brazilian who has already worked as a waitress here in Brazil, and that's not a thing here, yet I see a lot of people in the US talking about “finding someone to cover their shift”. Isn't that the manager's job?
