Non-profit org receives federal grants, a important org in local community, and yet, employees have to work during Juneteenth

[Asking for assistance] The non-profit organization I work for is considered the biggest one in a relevant community in the city and receives a lot of federal grants. Yet, the CEO refuses to follow the federal holiday and forces employees to come to work. Doing this fails to respect employees, stakeholders, history, and community and promotes a lack of awareness and education. Coworkers and I plan to write a formal letter of complaint and an anonymous tip for funders, aka local governments, but what other points must we mention in the letter? What other effort could we make? P.S.: Pay rates are not competitive, racial bias is strong, and executive always prefers to focus on the public it serves instead of employees who do its mission work
