Wages and salaries should be tied to the labor budget of a business unit so that a business does not get to profit from understaffing.

If a business knows that it takes 5 people to perform the required work of a business unit, and it budgets $100k for labor expenses, then it should be required to pay out that $100k in salaries and wages even if people quit. A business should not get to pocket the extra salary of a person who quits after they make the remaining employees perform the extra work for no extra compensation.
