Why are the higher-ups rarely open to ideas from staff at the bottom?

I work in a very top heavy company. We hired way too many higher ups and not enough people at the bottom that actually do the work. So the people at the bottom (like myself) are constantly overworked, stressed, and struggling. Every time I try to give advice on how to make something better, it is largely ignored by my many bosses. I am 33 and not completely inexperienced, so I know I have good ideas. And each time we are in large company meeting, the VP's always say “we are a family and we are very open to any suggestions you might have. Don't be afraid to talk to us!”. Whyyyyy does every job say/do this?
