About to interview. What is “inappropriate make up”, and is this legal? (U.S.)

I'm about to interview for a job with homeless youth. I have plenty of experience, not worried about it very much. I'm preparing for it right now, and re-reviewing the job description as part of my preparation. While reviewing, I noticed it says “[…] benefit of professional/casual dress […] therefore, expects no deviation from the policy […] including inappropriate clothing, make up, hair, and jewelry”. What does this even mean? Is it legal for them to dictate appearance like this, including make up? What even is “inappropriate make up”? I just want to know my rights. Please only sincere answers.
